By 2025, the Ministry of Finance and the Ministry of Water Resources will allocate central water conservancy development funds to support 60 counties in 29 provinces and the Xinjiang Production and Construction Corps in carrying out small-scale water diversion and transfer projects. This will drive local fiscal and social capital investment to precisely address issues such as unstable rural water supply sources and insufficient water transmission and distribution capacity of water networks, and enhance the scale of rural water supply in counties.To better leverage the guiding role of central government funds, the Ministry of Finance and the Ministry of Water Resources have formulated project management measures and implementation plans, strengthened competitive project approval, construction management and digital empowerment, strictly implemented performance evaluation and financial supervision, and ensured that each project is managed in a standardized and orderly manner with high quality.
Next, relevant departments such as water conservancy and finance will guide the project units to do a thorough and meticulous job in the preparatory work such as land use, environmental impact assessment, water withdrawal permits, and fund raising, accelerate the implementation and organization, ensure that each project built is successful and generates benefits, and drive the counties where the projects are located to create a model for the "3+1" standardized construction and management of rural water supply, and accelerate the improvement of rural water supply guarantee capacity and level.
